Problem– after you do

sudo apt-get update

you get something like

The following packages have been kept back

followed by a list of packages.

Then there are a couple of things you can try. If the packages held back are a kernel or kernel headers then. Try

sudo apt-get dist-upgrade

For other packages you can try using aptitude instead of apt-get.   In a terminal run:

sudo aptitude update
sudo aptitude upgrade
